Columbia Fee Waiver is for applicants from developing countries staying in their countries. (e.g Indians in India).
I called up the adcom for the procedure to get exemption. You need to check the Money Order/Cheque option in the application. Then you send out a fee waiver request to their Main Fax no. 212-662-6754
